  • Mill Test Certificate (MTC): Every consignment must be accompanied by a Mill Test Certificate verifying product quality.

  • Proper Marking: Products must bear the ISI mark and display the BIS license number clearly.

  • One-Time Use Clarification Process: If any steel product is being imported without BIS certification, importers are required to apply for a clarification for each consignment individually.

 

Clarification Procedure for Non-BIS Certified Imports:

To assist importers, the DPIIT has created a dedicated email facility for seeking clarifications regarding imports without BIS certification.

  • A separate application must be submitted for every consignment imported without certification.

  • Clarifications are not reusable; a new application is required each time, unless explicitly mentioned otherwise in the previous approval.

  • Failure to comply may result in customs clearance delays or rejection of goods.

No Objection Certificate (NOC)

Importers of steel products such as tubes, pipes, alloy wheels, and other regulated items must obtain a No Objection Certificate (NOC) if their products do not have BIS certification at the time of import. This requirement is part of the Steel and Steel Products (Quality Control) Order, issued under the BIS Act, 2016 and regulated by the Ministry of Steel.

The NOC is issued on a case-by-case basis by the concerned authority, typically the Department for Promotion of Industry and Internal Trade (DPIIT) or the Ministry of Steel, after reviewing a formal application and necessary supporting documents. It serves as official permission allowing the clearance of non-BIS certified goods under specific conditions.

Request for Clarification or Exemption from DPIIT (Ministry of Steel)

If your product does not have BIS certification, you must apply for a clarification or exemption. This process helps determine whether a No Objection Certificate (NOC) can be granted.

The NOC is issued for each steel grade and for each consignment separately, based on the committee’s decision.

When Can You Apply?

You can request clarification or exemption from the Department in the following cases:

  2. When the material is in transit
    → If the shipment has already been dispatched but hasn’t reached India yet.

  3. When the material has arrived at the port
    → If the goods have reached the Indian port without BIS certification, you must apply immediately to avoid clearance delays.

If you are applying before importing the goods, your application must include:

  • Complete product description

  • Chemical and physical composition of the material

  • Manufacturing process details

  • End use/application of the product

  • Any available test certificates or quality reports

  • Justification for exemption or clarification
